What are CS:GO Voice Commands?
Voice Commands in CS:GO are configurations to get control over the microphone input and the volume of other players in the game. Through commands that have to be entered into the CS:GO developer console a player can disable and enable the microphone, mute other players and scale the volume of the audible feedback. It’s also possible to record sound and voice parts through CS:GO commands.
How to use CS:GO Voice Commands?
To use CS:GO voice commands, start Counterstrike Global Offensive and open the developer console. To enable this, activate the console in the menu settings and set up a hotkey to open it.
Inside the console you can enter any of the commands of the CS:GO voice command list above.
For example, to set the voice volume of all players to 20%, type the following:
voice_scale 0.2
How to Record Voice in CS:GO?
To start recording your own in-game voice in CS:GO, simply use the command “+voicerecord” and use “-voicerecord” to end.

You can also use “voice_recordtofile 1”. It will be recorded in a file in the CS:GO folder, with the name “‘voice_micdata.wav” and “voice_decompressed.wav”.

Use these commands to start and stop the record. The record will only use your own voice, the voice of others can only be recorded if it’s a server where the command “sv_alltalk 1” is set.

Another option is to just record the complete demo:
record demo name
In demos the voice chat of teammates will be recorded, but not your own. To add your own use the command “voice_loopback 1” for demos. For more information display the “demoui” in the console.
